For New Drivers

Acquiring a PCV vocational entitlement D, D1, D1+E or D+E after 10th September 2008 and/or an LGV vocational entitlement C, C1, C1+E or C+E after 10th September 2008 will have to obtain the initial Drivercpc in addition to their licence to drive professionally.

Both new and existing drivers must complete a total of 35 hours Periodic Training within the 5 years following their acquired or initial Drivercpc to keep their Drivercpc valid. This is only required if the driver is using their licence professionally. PCV drivers exempt from the Drivercpc via acquired rights will have to complete their periodic training by September 2013 and LGV Drivers exempt from Drivercpc via acquired rights will have to complete their periodic Drivercpc by September 2014.

New drivers who undertake a National Vocational Training programme are able to split their licence acquisition and initial Drivercpc acquisition by up to one year whilst still being able to drive professionally. If the initial Drivercpc acquisition is delayed, the driver would have to return to the DSA test centre within one year in order to complete it and carry on driving professionally. An example of a National Vocational Training programme would be an Apprenticeship in Driving Goods Vehicles. Drivers intending to use this concession will have to register with the relevant Sector Skills Council for whichever industry they belong to.
To obtain an appropriate licence New professional drivers will require an Initial DriverCPC, after the date of the introduction of the EU Directive, new drivers will be required pass the following:-

Theory Test

It is proposed that the number of multiple-choice questions (MCQ) in the theory test taken by learner PCV / LGV drivers to be increased to:

100 multiple-choice questions from 1 April 2008

The maximum permissible time for the MCQ element of the theory test will be 115 minutes from 1 April 2008.

The pass marks for the MCQ part of the theory test will be set at 85 out of 100.

The fee will be £45.00 from 1 April 2008.

The Hazard Perception (HP) section of the test will increase to Nineteen Clips (Twenty Scoring Hazards).

Despite recommendations from the Theory Test Working Group for a split between the MCQ and the HP parts of the test, DSA Project Board have rejected this.

However they have approached the industry for assistance in a research exercise.

It is proposed to introduce an additional ten minutes driving time to the PCV / LGV driving tests. At present the on-road time is set at 55 minutes, but will increase to 65 minutes.
DSA are being extremely constructive over extensions of the Delegated Examiner scheme both for large operators and small company consortia.

Case Studies

To gain the initial CPC, drivers will also have to undertake three Case Studies taking up to 90 minutes. It is proposed that these Case Studies will be computer based tests, using video clips and story boards. Hopefully these tests will be very specific job related.
